Are guests required to stay on board the ship while it goes through the canal's locks, or can they disembark to observe the locks in action from the shore?

I've been through the Panama Canal twice and never seen cruise passengers anywhere but on their ship. I would imagine everyone would be required to stay onboard for safety reasons, not to mention cruising gives the best view. It's an amazing experience, just plan to rise VERY early to witness this man-made marvel. The Panama Canal locks make transiting the Suez canal seem boring :)
